Responsibility Within Dove, the maintenance and promotion of Safety are regarded as line management responsibilities, with the dedicated Manager ultimately responsible for the Safety performance of the organisation.
All Managers and Supervisors are personally responsible for the safe management of their areas of the business. The specific Health and Safety responsibilities of all Managers and Supervisors have been defined in their position descriptions.
All employees irrespective of their position have a duty to comply with all Safety requirements, standards and practices and to report any defects or non-conformances to their immediate Supervisor. They are personally responsible for their own Safety and must assist in promoting that of their colleagues.
The above approach place control of Safety with line managers and affirms that Safety principles form an integral part of any work plan or task supported by those staff directly involved.
Safety Resource In line with the Company's commitment to the promotion of Health and Safety, a designated Safety resource, exists within the organisation, headed by the HSEQ Manager.
The role of the Safety resource is to advise, coordinate and promote Health and Safety issues and monitor the Safety programme. To support this, the line managers shall keep the Safety resource closely advised and involved so that Safety related risks may be reduced and relevant experience and knowledge can be injected into projects early in the planning stage.
Performance Measurement Knowledge of the effectiveness of a system is an essential prerequisite to its maintenance and improvement. The major source of such information is the system itself, data being derived from the measurement of performance of the various elements.
The complexity of Safety Management Systems makes simple measurement inappropriate and the Company has adopted a variety of measuring techniques to encompass the various elements of the Safety Management System.
These can be broadly divided into two disciplines:
-
Reactive monitoring
-
Active monitoring
Experience has demonstrated that it is necessary to employ both disciplines in order to obtain meaningful data.
